obavještavamo vas da je dana 15.12.2005. u dvorani Hahn edukacijskog centra KBC Zagreb održan inicijalni sastanak sekcije Mladih specijalista i specijalizanata psihijatrije Hrvatske (Young Psychiatrist = svi specijalizanti i specijalisti do dobi od 40 godina).
Sekcija je osnovana kao dio Hrvatskog psihijatrijskog društva, pod pokroviteljstvom predsjednika HPA, prof. dr.sc.Lj. Hotujca.

Sekcije mladih psihijatara djeluju kao dio World Psychiatric Association (WPA) u sklopu programa ”Institutional Program to Promote the Professional Development of Young Psychiatrist” u mnogim zemljama diljem svijeta s razgranatom mrežom stručne i znanstvene suradnje.
Ciljevi sekcija su promicanje aktivnosti mladih psihijatara, osobito edukacije, znanstvenih i stručnih skupova, znanstvenih publikacija, razvoja komunikacijske mreže među mladim psihijatrima te identifikacije i rješavanje specifičnih problema iste skupine, odnosno afirmacija mladih psihijatra.
Na ovaj način uključujemo se u svjetsku mrežu znanstvene i stručne suradnje s ciljem unaprijeđivanja naših znanja i vještina.

Cilj inicijalnog sastanka bio je uključiti što veći broj specijalizanata i mladih specijalista na razini Hrvatske u izradu plana i programa rada sekcije te potaktnuti aktivno sudjelovanje svih novih članova u daljnjem radu sekcije.
Izabrani su korespodenti za pojedine regije diljem Lijepe Naše koji imaju za cilj obavijestiti mlade psihijatre i specijalizante o osnutku ove sekcije.

WPA Young Psychiatrists Network constitutes an assembly of all young psychiatrists within the umbrella of WPA. Its components include the WPA Young Psychiatrists Council (YPC) (composed of the young psychiatrists officially representing WPA Member Societies), all Fellows from current and past WPA Congresses, the members of the WPA Educational Liaison Networks of Young Psychiatrists and Psychiatrists in Training, and all young psychiatrist members of WPA Member Societies.

WPA YOUNG PSYCHIATRISTS COUNCIL IS ESTABLISHED

The Executive Committee (EC) of the World Psychiatric Association (WPA), at its meeting in Vienna, June 2003, established a WPA Young Psychiatrists Council (WPA-YPC) within the framework of the WPA Institutional Program to Promote the Professional Development of Young Psychiatrists (WPA-IPYP). Young psychiatrists in this context include psychiatrists in training and those less than 40 years of age or practicing less than five years since completion of residency training.

Background
· In August 1999 the WPA General Assembly established the WPA-IPYP as an expression of top institutional commitment to the future of our field.
· Since then, the IPYP has undertaken a number of activities such as the organization of Fellowships at WPA World and International Congresses and of awards to stimulate scientific contributions from young psychiatrists.
· The evaluation of recent Fellowship Programs revealed that the Fellows attributed high value to good interrelationships among themselves and expressed their wish to maintain close connections to WPA.
· Many WPA Member Societies have expressed interest in promoting the professional development of their young members and in being centrally involved in WPA initiatives concerning young psychiatrists.
· It may be noted that WPA already has two networks involving young psychiatrists. One is the Educational Liaison Network of Young Psychiatrists and Psychiatrists in Training, which has been operational since 1996. The other is the WPA Congress Fellows Network, which has been operational since the World Congress in Hamburg in 1999. Together, these networks incorporate over 350 young colleagues, all of whom receive periodic institutional information.
· Additionally of relevance, WPA has young psychiatrists within its regular individual membership (they automatically become members in WPA through their Member Societies) and within its special individual membership (for which there is an application form and dues payable, the level of which may be adjusted for young psychiatrists).

The WPA Young Psychiatrists Council (WPA-YPC)
· This body is composed of young psychiatrist representatives appointed for a non-renewable period of up to three years (a WPA triennium between World Congresses of Psychiatry) by Member Societies (one per Society). This reflects the importance of building this new development on the structure of Member Societies (currently 123), which are the main bases of WPA. The appointment of a representative will be made by the Member Society’s executive committee in consultation with available committees on training and young psychiatrists. An appointment form is enclosed.
· Members societies will be asked to appoint their corresponding representatives as soon as possible. The inaugural period of the WPA-YPC will be 2003-2005 and its composition will be renovated after the Cairo World Congress.

· The WPA-YPC will enjoy autonomy to carry out its functions and develop initiatives, within the supportive framework of the WPA-IPYP and in accordance to the Statutes, By-Laws, Manual of Procedures and ethical standards of WPA.
· The objectives of the WPA-YPC are the following:
a. To improve communication between the WPA Member Societies and WPA governance (Executive Committee and Zonal Representatives) concerning young psychiatrists
b. To identify and address problems involving young psychiatrists within the framework of standard organizational analysis (internal strengths and weaknesses and external opportunities and threats)
c. To promote the participation of young psychiatrists in the various sectorial activities of WPA (education, sections, meetings and publications).
d. To encourage Member Societies to recognize and address the needs of young psychiatrists, develop special activities for them and incorporate them into pertinent structures such as training and executive committees. The WPA leadership will be asked to collaborate with the WPA-YPC in this regard.
e. To contribute to the designing of other initiatives to promote the professional development of young psychiatrists.
· The leadership of the WPA-YPC will consist of one elected leader from each of the four WPA Regions (Americas, Europe, Africa & Middle East and Asia & Australia). Each regional leader will be elected by the Council representatives appointed by the Member Societies in the Region (with elections organized by the WPA-IPYP through e-mail or other reasonable means). The period of office for a regional leader will be the WPA triennium between World Congresses of Psychiatry. The WPA-YPC leadership will be invited to participate as observers in WPA General Assemblies, for which mechanisms of institutional support will be explored.
· Meetings of the WPA-YPC will be organized periodically at WPA International and World Congresses.

WPA-IPYP Networks, Communicational Mechanisms and Linkages
· Sustained efforts will be undertaken to upgrade existing young psychiatrists’ networks, i.e. those of the WPA Congress Fellows and of the WPA Educational Network.
· A WPA-Young Psychiatrists Intranet will be established by the WPA and the YPC in collaboration with the Education Coordination Center in order to foster communication among WPA-related young psychiatrists.
· Collaborative linkages will be considered with organizations having goals and activities consistent with those of WPA.

Colophon The establishment of the WPA Young Psychiatrists Council, to be implemented immediately, and the enhancement of related developments represent a major new effort of WPA towards the fulfillment of its commitment to promote the future of our field.

I am pleased to write to inform you of a major new initiative of the World Psychiatric Association: The establishment of the World Psychiatric Association Young Psychiatrist Council (WPA-YPC) is part of our efforts to promote the professional development of our younger colleagues who, as we all recognize, represent the future of our field.

The WPA-YPC will be composed of young psychiatrist representatives of WPA member societies (one per society). The purpose of this Council is to represent young psychiatrists across the world under the framework of the WPA and its member societies, and to optimize efforts to foster their professional development. The WPA Institutional Program on Young Psychiatrists will be directly involved in working with the new WPA-YPC that is being established. More information on the Council’s purpose and working procedures is contained in the attached statement.

To implement this WPA-YPC initiative, I would appreciate the that executive committee of your society, in consultation with any committees on training and young psychiatrists you may have, appoint a young psychiatrist (under 40 years of age) to this Council as soon as possible, using the appointment form attached, and sending along a one-page biographical sketch of the appointee.
